There are a number of ways that you can make decent items good and good items better. You can do this Requiem money through enchantments (players can take the Enchantment profession, which will allow them to enchant things for you) or enhancements (Leatherworkers and Blacksmiths can give your items a boost).

You can usually get these by going to a large city of your choice and listening on the general and trade channels for people who are willing to help you out for a price.

Or, you can join a guild - most of the larger ones will have people who can help you for free, so long as you also help others in the guild with whatever professions you choose.

Sometimes people will help out lower level characters by offering them enchant/enhancements for free, but it is considered impolite to ask for this outright.

Remember before you take a buff on an item - this process can only be done once per item, so you cannot get Beast-slaying and +8 Stamina on the same sword.
